2,1 code = System board failure.

Is your boot drive an NVME SSD or a SATA HDD?

There are two M.2 slots on the motherboard. Only one of them accepts a WiFi card. So if you don't have an NVME SSD installed, make sure you're putting the WiFi card in the correct M.2 slot.

The WiFi card goes in M.2 slot marked "10" in the motherboard image.  It does not go in the slot marked "14".

my system boot drive is Sata SSD, i’m not using the m.2 nvme

yes i plug it in number 10, where the old wifi card dw1707 placed.

Is it possible the new WiFi card isn't compatible or maybe it's just DOA?

You can try clearing BIOS:

  1. With old WiFi card installed, reboot and start tapping F2 when you see  Dell splash screen to open BIOS setup
  2. Copy down all current BIOS settings, to be safe
  3. Power off, unplug power cord from rear of PC
  4. Press/hold power button for ~15 sec
  5. Open case and remove motherboard battery (see Service Manual)
  6. Press/hold power button for ~30 sec
  7. Swap in new WiFi card and make sure it's correctly seated. Reattach antenna cables and bracket. Install retention screw
  8. Reinstall motherboard battery (Time for fresh battery?)
  9. Close up and connect mouse, monitor and keyboard
  10. Reboot

Sounds like either the WiFi card isn't compatible or maybe it's dead.

WiFi cards have different keys so they can only fit/work in a compatible M.2 slot. Does the new card have the same key as the old one?

Read this about the types of M.2 WiFi cards and slots.

I figured the new WiFi card wasn't compatible.  Hope you can return it for a full refund and get something that is compatible....
