what is the difference between new not genuine Dell battery vs new genuine Dell battery?

Genuine means made OEM for Dell; anything else is third party.
The bigger concern is the battery size -- using a 4 cell battery may require other replacement parts (probably the palmrest assembly) if you now have a 3-cell.

they look identical except the third party has no DELL printed on it. As always the genuine Dell costs more. If the third party battery (new) has the same charge capacity on HWMonitor (41998), would it last as long as the genuine one? the E7270 can accommodate both 3 and 4 cell battery as I have both in various units.

I tried to install a E7270 4 cell battery in 7490, but the battery cable of 7490 would not fit the 7270 battery. the battery side connector has a slightly different design. the original 7490 battery is 9W9MX. now I am looking for a 60W 4C batt for 7490.

The biggest issue with third party suppliers is the supplier -- look for one with an established track record that's been well regarded by users. As with any non-OEM parts, they can be very good -- or they can be abject junk.

thanks. I am planning to buy a 4C. I see some are made by Samsung or LG which I recognize. but some genuine 4C are made by BYD or Simplo which I never heard of.

also I have seen BIOS battery health excellent when it is 73%, good when it is 56%. Some seller listed battery health to be normal, which I guess is lower than good but better than fair. when I do Del diagnostic test it gives msg that batt has reached end of life when it is 56% (batt health good in bios).

The manufacturer of the cells may not be the manufacturer of the battery -- there aren't that many major cell manufacturers out there (LG, Samsung, Panasonic, Simplo, BYD, Murata (used to be Sony) and a few others are all major manufacturers).
